It's been a busy few months here at Brookleigh with lots of Reserved Matters Planning Applications being submitted to Mid Sussex District Council. Find out more below about the latest developments.

Western Link Road (WLR) Phase 1

The first section of the Western Link Road at Brookleigh, known as West End Farm Avenue, is now open.

This key new transport connection for Brookleigh's new residents, the wider community and local businesses across Burgess Hill and beyond, connects the A2300 in the north and Jane Murray Way in the south. Jackson Civil Engineering has carried out these works, completing the first of three phases of works on this new connection at Brookleigh.

The new route will provide access to homes at Brookleigh and future community facilities such as The Arc, the new outdoor sport centre which is now open.

The road incorporates a shared path for pedestrians and cyclists which will tie into the wider network of footpaths and cycleways being delivered as part of the Brookleigh scheme. It will form part of a longer spine road stretching east to west across Brookleigh with new roundabouts and junctions at the intersections with the existing highways.

As well as the connectivity benefits, the road will improve safety with the new roundabout helping separate residential and school traffic from freight traffic.

Western Bridge and Link Road Phase 2&3

Jackson Civil Engineering has recently submitted planning applications for phases two and three of the Western Bridge and Link Road. These proposals include works to provide a new link road, bridge, pedestrian and cycle infrastructure between the newly constructed A2300 Roundabout and the proposed new central road through Brookleigh.

Primary School

Homes England recently held a public consultation, which included two public exhibitions to share proposals for the new Brookleigh Primary School with the local community.

This is the first of two primary schools being developed at Brookleigh and will be built by Homes England. The outline planning application was approved by Mid Sussex District Council in October 2019.

Brookleigh Primary School will be a two-form entry school located to the east of Isaacs Lane and will offer a capacity of 420 pupil places. The school will also accommodate a 52-place (full-time equivalent) nursery and a 16-place Special Support Centre (SSC).

Homes England has now submitted a Reserved Matters planning application for the detailed design of the school. The RMA can be viewed on the MSDC planning portal at https://www.midsussex.gov.uk/planning-building/view-and-comment-on-planning-applications/ by searching for the planning reference DM/25/2640.

The Hill Group

The Hill Group has recently submitted a Reserved Matters planning application to Mid Sussex District Council for the delivery of Phase 1c at Brookleigh, on land east of Isaacs Lane.

With the development principles established through the outline planning permission, Hill's Reserved Matters application seeks to deliver a landscape-led development for:

- 270 new homes, in a mixture of 1 and 2-bedroom apartments and 2, 3 and 4-bedroom houses

- 30% affordable homes for local people, in a mixture of rent and shared ownership tenures

- 60 extra-care apartments, creating additional housing choice for local older people

- A new Eastern Neighbourhood Centre, creating a range of new local shops and a community centre (outline details only)

- Extensive new public open spaces, with a new Eastern Neighbourhood Park

- New pedestrian and cycle routes that link to the new local centre within the site, the wider Brookleigh development and the Burgess Hill Green Circle and Green Super Highway alongside new landscaping and a sustainable drainage strategy.

Green Circle Network improvements

Homes England and our developer partner, Bellway, are carrying out footway and cycleway improvement works to the existing Public Right of Way (PRoW) at Freeks Lane, north of Eastbridge Avenue, as part of the Green Circle that is to be provided at Brookleigh.

You may be aware that the footpath has been closed ahead of works beginning. Bellway have been carrying out pre-start works for the Green Circle works with start on site w/c 27 October.

The Green Circle is a continuous walking, cycling, and bridleway that will encourage active lifestyles and car-free travel throughout the Brookleigh development whilst also linking Brookleigh to Burgess Hill to provide a new leisure route for the town.

Freeks Lane forms part of the Green Circle and the proposed works will upgrade the existing footpath to a bridleway, improving access along this PRoW.

The planning application submitted by Bellway to Mid Sussex District Council (MSDC) earlier this year for the footway and cycleway improvements at Freeks Lane has been approved under planning reference number DM/25/0088. The approved plans can be viewed on the Council's website. 

Earlier this year, Homes England submitted a Reserved Matters Application in relation to the development of the Central Section of the new spine road through the Brookleigh development. These new roads will be called Abbotsford Avenue and Crossways Avenue. This key new car, bus, walking and cycling route will form part of a length of road which spans the width of Brookleigh, linking the A2300 in the west to Maple Drive in the east. Cuckfield Road (B2036) approaches the eastern end of the new Abbotsford Avenue from the north and our proposals are to slow traffic on Cuckfield Road as it will become an approach road to Abbotsford Avenue.

As part of the Outline Planning permission for the Brookleigh development consented in 2019, in principle agreement was given in relation to introducing reduced speed signage and constructing 'build outs' to restrict carriageway width at specific locations. These interventions aim to slow traffic on the approach to the new Abbotsford Avenue and Crossways Avenue, as identified in the Traffic Assessment to facilitate the Central Section and accommodate the change in road priorities.

• Image 1 is an overarching image of the B2036 and the length of the road affected by the traffic calming proposals. Within this image you can see three boxes. Each box is expanded in the following images, looking at sections of the road in more detail.
• Image 2 shows the proposed signage changes from Moon Hill Farm in the north to Paynes Place in the south.
• Image 3 shows the proposed new signage and carriageway build outs between Paynes Place in the north and the International Bible Training College premises in the south.
• Image 4 shows the length of road from the International Bible Training College in the north and the new junction with the future Abbotsford Avenue in the south and associated new signage.

We are now carrying out a consultation (closing 10th October) and inviting residents who live close to the proposed changes to respond (comments should be sent to This email address is being protected from spambots. You need JavaScript enabled to view it.). 

The feedback received will help us to develop the scheme design further. We expect Mid Sussex District Council will determine the planning application in the coming months. Following this, there will be further formal consultation on these proposals conducted by West Sussex County Council as part of the scheme's application for a Traffic Regulation Order (TRO).

Homes England is aware that WSCC is reviewing their plans to build the new Bedelands Academy secondary school at Brookleigh. We understand that the original projected level of demand for secondary school places in the local area has not materialised, meaning WSCC will review the proposals based on future need for places, and keep pupil forecasts under active review.

Bellway and Homes England are delivering footway and cycleway improvement works as part of the Green Circle walking, cycling, and bridleway route that is to be provided at Brookleigh.

From 10th June 2025, these improvement works will take place at Freeks Lane. We anticipate works will be complete by the end of 2025. During this time, the Freeks Lane footpath will be closed. Whilst there is no alternative route provided, a network of public footpaths are available to reach A273 Isaacs Lane, please see the map below.

The Green Circle is a continuous route which encourages active lifestyles and car-free travel around Burgess Hill and through the Brookleigh development to provide a new leisure route for the town. Freeks Lane forms part of the Green Circle and the proposed works will upgrade the existing footpath to a bridleway with a formal surface, thereby improving access along this Public Right of Way (PRoW). These improvement works will include:

• Widening the PRoW to three metres (with some small sections at two metres due to ground conditions) with the installation of new surfacing, to open access to the route for more users including walkers, cyclists and horse riders.

• Some very limited work to trees will be required which include pruning to heighten the PRoW to allow horse riding along the route, although this work will be carried out in accordance with an approved Arboricultural Method Statement.

Following our previous notification in late 2024, requests were made to resurface a length of footpath south of Eastbridge Avenue through to Maple Drive, which was outside the scope of the original area of works to Freeks Lane. Bellway and Homes England have been working closely with Mid Sussex District Council (MSDC) and West Sussex County Council (WSCC), to explore whether resurfacing works can be delivered along this additional length of the footpath up to the start of the private road before Maple Drive. Subject to final details being confirmed, we anticipate this will involve installing a new, loose stone and rolled limestone dust surfacing, making it safer and improving accessibility, while also retaining adequate drainage. These additional works will not require a planning application as the scale of works is much more limited.

The section between Eastbridge Avenue and Maple Drive will remain open as this does not form part of the footpath closure order. The Eastbridge Avenue to Maple Drive section will only be closed when the upgrading works are due to take place. Dates for these works have not yet been confirmed, although it is anticipated they will be implemented within the next 6 months.

Works to resurface the Eastbridge Avenue to Maple Drive footpath will stop at the privately owned section of the road, immediately off Maple Drive to the north.

 Jackson Civil Engineering has submitted a Reserved Matters Planning Application to Mid Sussex District Council (MSDC) in relation to the development of a new section of road at Brookleigh which will be known locally as Westbridge Avenue.

This planning application is for the second phase of the Western Bridge and Link Road. This phase of works will provide a new link road, bridge, pedestrian and cycle infrastructure and associated landscaping between the newly constructed A2300 Roundabout and the proposed new central road through Brookleigh, known locally as Abbotsford Avenue. The first phase of the Western Link Road is under construction and is due to open in late Spring/early Summer 2025. This section of road is also shown on the visual below and will be known locally as West End Farm Avenue.

 Jackson Civil Engineering, on behalf of Homes England, will be carrying out highway repair and maintenance works on the A2300 roundabout in Burgess Hill, next to Brookleigh's new Western Link Road. These works, which will include updating road markings and installing new road signs, are required to improve traffic flow on the roundabout.

To undertake the works safely, a full overnight road closure will be required between the roundabout on Cuckfield Road and the roundabout on A273 Jane Murray Way between 20:00 and 06:00 from Tuesday 27 August to Friday 30 August 2024. The road will reopen during the daytimes and will only be closed at night. Works are subject to a road space booking permit ref PJ011PSI_3549_A issued by West Sussex County Council. The footpath will still be open to pedestrians and cyclists. We're pleased to share that the Centre for Outdoor Sport at Brookleigh was granted planning permission by Mid Sussex District Council on 14th March 2024. Works are expected to start on site on 28^th May 2024.

At Brookleigh, Homes England will provide over 80 hectares of new green space – that's almost half the total area of the development. Nine hectares of this space is specifically allocated for the new Centre for Outdoor Sport. This new facility will form an outdoor extension to the Triangle Leisure Centre, and provide high quality, publicly owned sports pitches for the Burgess Hill community. It is proposed that the Centre for Outdoor Sport will be run by Places Leisure. As current operators of the Council's leisure facilities, Places Leisure will use a co-ordinated management approach to ensure the Triangle and this new facility work harmoniously together. Homes England has donated the land for the Centre to Mid Sussex District Council, with the transfer of land to the council taking place last week on 3rd May. Homes England will also support through payments towards building and maintaining the centre.

The layout includes features such as a floodlit 3G football pitch, an artificial grass rugby pitch, three junior natural turf football pitches, a full-sized natural turf football pitch, and an artificial cricket wicket with a turf outfield. The site will also include a Clubhouse with changing rooms, car parking and cycle storage, as well as a fully equipped play area. These features aim to keep the needs of the community in mind and prioritise inclusivity and accessibility.

The new access road, car park, and two floodlit artificial pitches are expected to open in early 2025. The natural turf pitches take nearly a year from being levelled and seeded to being playable so they won't open at the same time as the 3G pitches, but we'll make sure they are well looked after as they grow and establish.

Although a small number of trees have been removed in order to build level pitches for the Centre for Outdoor Sport, the Council is committed to maintaining and enhancing biodiversity with a thorough planting plan and ensuring all trees are replaced by their native counterpart. This guarantees no net loss of trees, and all wood from the felled trees will be repurposed on-site for ecological benefits and waste reduction.

The Centre for Outdoor Sport is part of the wider Brookleigh development, where Homes England is committed to protecting, enhancing, and creating habitat for native British wildlife and increasing biodiversity. An estimated 200,000 new trees and shrubs will be planted across Brookleigh, and Homes England is predicted to deliver a 23% overall biodiversity net gain across the development.

We're continuing to work with Mid Sussex District Council to provide the right infrastructure at the right time for Brookleigh, creating a sustainable new community for Burgess Hill.

UPDATE July 2024: To carry out new development road surfacing works a full road closure will be required from 22:00 Friday 26th July through to 05:00 Monday 29th July 2024 meaning that Isaacs Lane will be closed in both directions, except for resident, pedestrian and emergency access. The works will take place around the clock that weekend, to ensure they are completed as quickly as possible. A further full road closure of Isaacs Lane is also likely from 22:00 Friday 2nd August through to 05:00 Monday 5th August 2024 in case the works cannot be completed over the first weekend. The road will be closed between Cuckfield Road and Bolnore roundabout. Please see map below.

Access for emergency services, residents and pedestrians will be maintained at all times. West Sussex County Council, as the Highways Authority, has specified a diversion route in place for vehicles which will be clearly displayed with signage. UPDATE June 2024: The works have been progressing since they began in late January, however some unavoidable delays have been experienced which will in turn delay the completion of the works on site. Before Sisk could commence their works, Openreach had to complete their works, and these were unfortunately delayed. Alongside this, poor weather conditions have meant that works have had to be paused multiple times over the past few months. It is therefore necessary to extend the timeframe for Sisk to complete their works on Isaacs Lane. 

The works are now scheduled to be complete by Saturday 31st August 2024.  To undertake the works safely but also keep one lane open for traffic, works will continue to take place under temporary traffic signals between 07:30 to 18:00 Mondays to Saturdays.

A full road closure will be required from 22:00 Friday 26th July through to 05:00 Monday 29th July 2024 meaning that Isaacs Lane will be closed in both directions, except for resident access. A diversion route for vehicles will be clearly displayed with signage. The works will take place around the clock that weekend, to ensure they are completed on time. John Sisk and Son is building the Eastern Bridge and Link Road, which will join Freeks Lane to Issacs Lane. They will be carrying out new internet network connections and highway improvement works along Isaac's Lane. These essential works are required to facilitate the construction of the new junction which will provide access to the Brookleigh development and relieve pressure on the existing road network by providing a through-road for Brookleigh traffic.

Before Sisk can start their junction works, Openreach will require a full road closure to complete internet network connections. This will take place every night between 20:00 and 05:00 from the evening of Monday 8^th January through to the early morning of Friday 12^th January 2024. A diversion route for vehicles will be clearly displayed with signage and businesses will be open as usual.

To undertake the works safely but also keep one lane open for traffic, it is necessary to install temporary traffic lights on Isaacs Lane from Monday 8^th January through to 3^rd June 2024.

Some of the work may require a full road closure. The proposed date under consideration to complete these works during night working hours of 20:00 to 05:00 is from Friday 31^st May through to Monday 3^rd June 2024. These works cannot be completed during regular working hours due to the impact on the road network. If the closure is required, notification will be given and a diversion route for vehicles will always be clearly displayed with signage and businesses will be open as usual.

All traffic lights will be manned within peak traffic periods to ensure and maintain the flow of traffic, an operative will be on site at all times to ensure that any unexpected flows are properly managed.

The network connection and highway improvement works form part of the Eastern Bridge and Link Road delivered in accordance with the associated planning consent DM/20/3247. Formal notice of the works has been submitted to and approved by Mid Sussex District Council.

John Sisk and Son are building the Eastern Bridge and Link Road, which will join Freeks Lane to Issacs Lane.

From 7 August, for two weeks, John Sisk and Son will be undertaking enabling works along Isaacs Lane verges. Temporary traffic lights will be in place during this time period and the exact location of the lane closure can be seen marked in red in the image below with the Fairbridge Way roundabout at the bottom left. These works will help to prepare the site for power lines to be buried underground later in the year. Removing pylons is necessary to enable the building of new homes and infrastructure at Brookleigh.

Bellway Homes, appointed by Homes England to deliver the next phase of housing at Brookleigh, has recently been sharing proposals for 30 homes on land at Woodfield House off Isaacs Lane. Deadline for comments is 12 July 2023.

This site was previously granted outline permission for 30 homes in 2020 (now expired) and is allocated for development in the Council's Local Plan. As well as their consented development of 249 homes at the Brookleigh development (30% affordable), Bellway is also proposing to build 30 new homes at the Woodfield House site immediately next door.

Key elements:

• New homes in a contemporary bespoke design that meet Nationally Described Space Standards - a mix of maisonettes and larger family homes
• 30% of the homes at Woodfield will be affordable housing - a mix of affordable rent and shared ownership
• 31% reduction in carbon emissions over current Building Regulations with all new built homes incorporating renewable technologies in the form of air source heat pumps
• In these new proposals Bellway have ensured that vehicle access is only through the already consented Brookleigh development and the junction with Isaacs Lane that was in the original proposals has been removed
